VACCU Character Test Tightened – Australia Strengthens Visa Character Requirements!

The Australian Government has announced Ministerial Direction No. 110, which came into effect on 21 June 2024. This direction imposes stricter character test requirements for visa applicants, with a strong focus on community safety.

Key Changes

  • Community Safety First – The safety of the Australian community is now the government’s highest priority. Any conduct that endangers community safety will be dealt with severely.
  • Reduced Leniency for Long-Term Residents – Even if a visa applicant has lived in Australia for a long time, VACCU will no longer grant leniency solely based on time spent in the community. This shows a zero-tolerance approach to character concerns.
  • Lower Tolerance for Certain Criminal Offences – Stricter measures will apply to offences involving family violence, violence or sexual offences against children, women, the elderly, and people with disabilities, reflecting a commitment to protecting vulnerable groups.
  • Emphasis on Family Violence – The direction specifically highlights family violence, confirming the government’s zero-tolerance stance on this issue.
  • Stricter Oversight of Short-Term Visa Holders – For visa applicants, limited-stay visa holders, or other non-citizens with only brief community ties, the government will have very low tolerance for any criminal or serious misconduct to ensure community safety.
